Nevada Rural Initiative National Cemetery, Master Plan and Phase 1 Construction
Anderson Engineering served as the prime consultant for the development of a comprehensive Master Plan and the preparation of Phase 1 bid documents for the Elko National Cemetery’s development. The project was driven by the goal of maximizing burial capacity while preserving the dignity and aesthetics required by the National Cemetery Administration’s National Shrine Standards. This effort was particularly significant given the cemetery’s eligibility for listing in the National Register of Historic Places, which required strict adherence to Section 106 of the National Historic Preservation Act and full compliance with accessibility standards under the Americans with Disabilities Act.
The Master Plan established a long-term vision for the site, outlining a phased development strategy designed to ensure operational efficiency and sustainability for decades to come. This plan encompassed burial sections for pre-placed crypts, in-ground cremains, columbarium niches, oversized crypts, and private vault gravesites. Beyond interment areas, the plan integrated essential visitor and operational amenities, including memorial walls and sections, enhanced entrance features, gravesite locator systems, restroom facilities, storage areas, and queuing space for up to thirty vehicles. Additional features such as a flag and assembly area, a committal service shelter, ornamental fencing, and thoughtfully designed landscaping were incorporated to create a respectful and welcoming environment. The design also addressed critical infrastructure needs, including a roadway and parking system, grading and stormwater management, utility systems, signage, and designated spaces for monuments and plaques.
Phase 1 of the project translated this vision into actionable construction documents. The initial development included interment areas with 300 pre-placed crypts, 150 in-ground cremains, and 150 columbarium niches. Supporting infrastructure such as grading, roadways, parking areas, irrigation systems, and utilities was carefully designed to meet both functional and aesthetic goals. Landscaping and site furnishings, including benches and signage, were integrated to enhance the visitor experience while maintaining harmony with the surrounding environment. Every aspect of the design adhered to federal environmental regulations, historic preservation requirements, and accessibility standards, ensuring that the cemetery remains both compliant and inclusive.
Comprehensive site investigations informed the planning and design process. Topographic and utility surveys provided accurate mapping of existing conditions, while subsurface investigations offered critical data for foundation recommendations. Environmental and historic compliance was a cornerstone of the project, with all work conducted in accordance with NEPA guidelines and Section 106 requirements. Mitigation measures were incorporated to minimize environmental impacts and preserve the historic character of the site.
The outcome of this effort was a detailed, phased Master Plan that provides a clear roadmap for future development, along with complete bid-ready construction documents for Phase 1. Sustainable design features, including landscaping alternatives and integrated stormwater systems, align with the NCA’s long-term goals for environmental stewardship. Most importantly, the project ensures that all facilities are fully accessible, meeting ADA and Architectural Barriers Act standards, while honoring the solemn purpose and historic significance of the site.
