Ohio Western Reserve National Cemetery

Anderson Engineering served as the prime firm for the design and construction period services for the Phase 3 Development at the Ohio Western Reserve National Cemetery, leading a team of subconsultants to transform 30 acres of undeveloped land into functional burial space while maintaining the site’s historic and cultural integrity.

The development expanded burial capacity to accommodate approximately 20,000 interments, including 6,840 pre-placed crypts, 560 oversized crypts, 9,386 columbarium niches, and 3,625 in-ground cremains sites. In addition to increasing capacity, the project improved infrastructure, accessibility, and sustainability in alignment with VA standards.

Key Design Elements

• Burial Sections & Memorial Features: New burial sections were created with crypts and columbarium niches, complemented by two Memorial Walls. Cortege lanes were expanded to accommodate up to 128 vehicles, and service roads were upgraded with curbs, gutters, and stormwater management systems.
• Buildings & Structures: Additions included a third Committal Shelter, a new Honor Guard building, and associated parking. The Administration Building underwent HVAC upgrades, reconfigured floor plans, IT/electrical improvements, and a comprehensive furniture design package. Other enhancements included wash bay improvements and a new salt bin storage facility.
• Site Infrastructure & Landscaping: The irrigation system was redesigned with a new supply well, weather station, and modern pop-up irrigation. Grading revisions, storm drainage improvements, and erosion control measures were implemented. Landscaping featured native, drought-tolerant plantings, expanded tree species, and improved turfgrass. All pavers in the Flag Assembly Area and columbarium were replaced with broom-finished concrete.
• Security & Technology Upgrades: Security enhancements included upgraded surveillance cameras, keyless entry systems, and an Intrusion Detection System. GIS integration improved burial tracking and management.
• Environmental & Regulatory Compliance: NEPA documentation, wetland mitigation, and permitting were completed in coordination with the Ohio EPA and NCRCPD. Compliance with Section 106 of the National Historic Preservation Act ensured preservation of historic features and archaeological resources, in collaboration with the State Historic Preservation Officer (SHPO).

The Phase 3 Development project successfully expanded burial capacity and improved infrastructure while preserving the site’s historic character. The design supports the VA’s mission to provide dignified burial space for veterans and maintain the cemetery as a national shrine.
